In the 1980s I conceived the policies of Openness, Restructuring and Democratisation for the Russians in return for logistical support for the republican movement. This slogan and subsequent developments led to chaos.
In August/September 1997- 2002 I was asked by Eugene McCartan of the Communist Party of Ireland “What about Russia?” when I was writing a socialist bulletin.
I quickly came up with the slogan “Nationalisation, Socialisation and Democratisation”. He asked me if there were any copies of the article with these political outlines. I replied “No”. He indicated that there was no problem with a hand written copy so I sent it to him.

Nationalisation of the oil and gas industry was what was necessary at that time. Stricter financial measures meant that the Lukoil owner,Kholodovsky,was arrested and charged with tax evasion. His company with ownership of a quarter of Russian oil reserves worth 250 billion euros was eventually bankrupted and nationalised.
Nationalisation was accompanied by socialisation. This entailed the government recovering its financial equilibrium and using the new revenues for hospitals and schools and to fund social welfare, the bureaucracy, army and police.
Democratisation referred to ensuring the continuing process of the development of internal criticism. I envisioned no return to authoritarianism or statism.

In 2005 I found myself in Paris and encountered six Russian “Alex”s while in straitened circumstances at a night shelter. They offered me protection from murder bids in return for elucidation of the outlined principles.
A Captain Jonathan Girard of the Gendarmerie Nationale feigned friendship to poison me with cocaine contained in a bottle of water. In the tradition of English mutual agency he and Didier Salbot (Martinique/Paris) had alerted the Russians to my presence in Paris while also trying to have me killed in the Metro.
Behind the scenes, Girard also alerted the French authorities and I was refused a residence permit to stay in France. By poisoning me with cocaine he hoped to establish a precedent for my confinement in a psychiatric hospital. That plan failed in France.
The Russians and IRA who arrived later were in a position to remove three aggressive Senegalese social workers from the role of door-keepers and administrators. The Senegalese refused me entry to the emergency accommodation on many nights and I was rendered homeless by police design. The administrators in the emergency accommodation changed and their role was taken over by different African invigilators. The general environment became more accommodating. Due to the intervention of a Nigerian army officer I no longer had to risk death in the Metro at the hands of Arabs,thieves and Poles.
