In Northern Ireland the police stand in opposition to the courts system and the Bill of Rights 1689 because they are a body of men who answer only to the Foreign and Commonwealth Office and Home Office.
We need a police force to quell crime and stop conflict degenerating into violence as we need lawyers to resolve public and private disputes and prosecute chronic offenders against civil and criminal norms.

The culprit?
That garrulous buffoon, Chris Patten. Many of the arrangements of this ramshackle Agreement defeat the ends of justice.

For their part constitutional nationalists have been poorly served by ill-chosen men and women. Many of those representatives have been in jail and many have a history of alcohol abuse.

In jail,loyalists favourite reading material is crime fiction. There they learn how to conduct criminal enterprises successfully. The loyalists are people who by virtue of their miserable background and deficient education are not suited to conduct any political business.

The police have developed into a terrorist organisation to some extent trading on unconstitutional laws and regulations.They are operating extra-judicial tribunals. The Army and security firms paid by the state operate special 'administrative' measures in association with a health system which is no longer fit for purpose.
The NHS is part of the policing and prison system. Publiclly-funded psychiatry operates as a system of physical retribution.
The solution to both dilemmas?
Cut police pay and doctors salaries and prorogue their anti-yerrorist budgets and large expense accounts.

What newspapers put into the public domain and untrained media and musical polecats believe is incompatible with what my experience tells myself and the same goes for others with a good Catholic education.
The police are profoundly at odds with the judicial system and entirely out of line with concepts of rights and the basic rules of a law-governed society.
International comparisons? Lawlessness?
Nowhere was this police lawlessness more clear than in Russia under the Communist Party of the Soviet Union.
That was the reason that sort of society and its institutions had to be swept aside.
One word for the collapse of Soviet totalitarianism?
Policing.
Let us be grateful for small mercies when police protect us but condemn them quietly for persecution without prosecution. Let us access proper lawyers when they persecute the naive and unwary.
One empire has gone and another is disappearing....
